        a) Paper copies of all records.

    Note: Copies of documents officially lodged with the City Clerk, such as deeds, plats and Official Grand List, should be obtained from that office. Copies of proprietary materials should be obtained from the owner.

    2007 MONTPELIER CHANGE OF APPRAISAL

    Letter from Mayor Mary Hooper

    August 24, 2007

    Dear Neighbors:

    As may know, the Montpelier City Council decided on August 8, 2007 to extend the reappraisal process. This will provide both property owners and the City additional time to assure that all new values are correct and consistent, that property inspections are consistent, the methodology for setting property values is clear and understandable, that fair and equitable property values are established throughout the city and that people feel they have been properly treated by all city personnel. The City will work with the Board of Civil Authority and other citizens to address concerns that have been raised and to assure that the process for setting new property values is as accurate and understandable as possible.

    One result of this decision is that all information gathered from 2006-2007 (property inspections, discovery of errors and omissions, grievance hearings held in July and August of 2007) is being temporarily set aside and the City is using an updated 2006 grand list for tax billing purposes. Another result is that the time frame for setting the grand list, hearing grievances, setting the tax rate and mailing tax bills will be different than in the past. In order to meet all statutory requirements, the following schedule is now in place:
    1. This notice of revised value is being sent on August 24th.
    2. Any grievance requests must be submitted in writing into the City Assessor's Office by 4:30 p.m. on Tuesday, September 18th. This allows over three weeks to submit a grievance.
    3. We expect to finalize the Grand List and set an official tax rate on or around October 1st. We are presently estimating that the total tax rate will be around $3.15 per $100 of valuation for residential properties and $3.31 per $100 of valuation for non-residential properties.
    4. Tax Bills will be issued on or before October 15th with the FIRST TWO QUARTERLY INSTALLMENTS DUE ON NOVEMBER 15th. Any state issued property tax income sensitivity prebate will be fully credited to your account for this installment.
    5. Any adjustments to tax bills as a result of the grievance process or discovery of errors or omissions will be made before the 3rd quarter bill is due on February 15th.

    If you disagree with the reappraisal for your property, you have the option to file a grievance to contest the newly appraised value. The grievance process is described in the two documents below:

    Building Department

    This office is also responsible for building and house code compliance. Building inspections are made on all new construction and renovations. Housing code inspections are made upon request of tenant and/or owner.

    A total of 112 building permits were issued during the past year. Six of these were for new single family dwellings. The remainder was for miscellaneous renovations, additions, decks, etc. Two commercial projects were permitted and are under construction with completion expected in the spring of 2004.

    Building lot availability in the city is very limited now and single family construction will slow down considerably. There are two large multi-family projects now in the permitting stage with construction slated to begin sometime in 2004.

    A number of housing code compliance inspections were made at the request of tenants and owners. Code violations found were corrected.
