City
Council
The City Council is comprised of six councilors and the Mayor. The councilors represent
the three electoral districts in the city and are elected for two year terms.
The Mayor is elected by the entire city also for a term of two years. The City
Council is the legislative body of the community responsible for developing policies
and ordinances that preserve and protect the health, safety, and welfare of all
our residents.
2007 City Council Goals and Priorities

Goal: Maintain a Sustainable Budget which continues top quality municipal services and infrastructure while remaining fiscally prudent.
- Develop a common understanding of “Sustainable budget”.
- Create a longer term budget model.
- Look at opportunities for staff re-organization whenever possible
- Remain supportive of workforce.
- Utilize financial incentives and tools to accomplish policy goals.
- Incorporate meaningful performance measures and citizen satisfaction measurements as can be reasonably accomplished.
Goal: Support and enhance Montpelier’s downtown and neighborhoods for businesses, residents and visitors.
- Move the Carr Lot project forward, secure federal funding, make decisions necessary to assure that the project is completed
successfully.
- Support improvements in community access/parking/transit
- Encourage MDCA to review and update their downtown development plan.
- Create incentives and encourage additional downtown housing as opportunities present themselves.
- Continue efforts to facilitate full development of the Dickey Block.
- Support the arts as both an economic driver and a community enhancement.
- Work to keep Farmer’s Market downtown
Goal: Support and encourage responsible and safe economic growth and development for the City.
- Encourage responsible housing development.
- Complete the open space/natural resources inventory.
- Adopt an Economic Development Plan
- Participate in Sabin’s Pasture mediation process
Goal: Conserve and enhance Energy and Natural Resources.
- Pursue all avenues of energy conservation and waste reduction.
- Develop an energy plan and possible performance contracts.
- Pursue and support District Heat initiative.
- Continue with water conservation efforts and improvements in the water system to account for lost water.
Goal: Maintain and enhance the City’s Infrastructure & Services.
- Maintain capital plan funding level at $1,000,000 if possible.
- Take all necessary steps to create Montpelier Telecom
- Complete, adopt and fund a street and road maintenance program.
- Continue efforts to create bike paths throughout city.
- Continue efforts to maintain bridges.
Goal: Maintain and enhance the quality of life in Montpelier for the present and future.
- Take affirmative action steps to prevent ice jam flood risks.
- Initiate the Envision Montpelier process.
- Continue to support and emphasize culture and the arts.
- Recognize, support and maintain the city’s historic character.
- Maintain the city’s parks and recreation assets
- Reform winter parking ban

Meetings
The City Council holds regularly scheduled meetings on the second and fourth Wednesdays
of each month at 7:30 p.m. in City Hall. The meeting space is accessible to people
with disabilities. Meetings are televised on channel 17 of the local Adelphia
cable network.
