    City of Montpelier FY2007 Audit Report

    FINANCE DEPARTMENT
    Financial Management & Administrative Services

    The Montpelier Finance Department is responsible for maintaining the accounting, payroll, payables, insurance, and billing programs for the City of Montpelier.

    The Finance Department provides regular financial information to Department Heads, the City Manager, the City Council, and residents.

    Some of the key responsibilities of the department include:
    • Assist in the preparation of the annual operating and capital budgets for the General Fund, Water Fund, Sewer Fund, Cemetery Fund, Parks Fund, Parking Fund and Capital Projects Improvement Fund.
    • Day to day financial administration and coordination of the Annual Audit.
    • Day to day payroll and employee benefits administration including but not limited to workers’ compensation, short-term and long- term disability insurances, health care and dental benefits.
    • Federal and State grants administration, principally for Water, Sewer and General Fund grant programs.
    • Assist with Labor – Management Relations including contract negotiations with three bargaining groups.
    • Carry out the work of the Montpelier Retirement Plan Committee, the pension system for the City and the Montpelier Schools – support and administrative staff.
    • Special projects as assigned by the City Manager.
    • Coordinate all City computer and telephone services. (See Information System Division report.)
    The department relies on Sharon Blatchford, Human Resources & Accounting Specialist, Donna Colette, Accounting Clerk and a contract with Fothergill Segale & Valley CPA firm to carry out much of the important work of the department. Sharon, a more than twenty-year veteran, provides in-depth employee benefits, payroll and accounts payable administration. We are also fortunate to have the support services of Donna Colette, who provides accounts payable and backup assistance for payroll and clerical support to other City departments on an as needed basis. Penny Bullard, representative for Fothergill Segale & Valley CPA firm maintains the general ledger and oversees the subsidiary ledgers. We also work closely with Charlotte Hoyt, City Clerk – Treasurer and her staff to make the City of Montpelier’s financial management system as efficient and effective as possible. Fred Skeels, Information Technology & Communication Manager works with Nick Daniels, part-time Technology Technician, to maintain the citywide computer, network and telephone technology services.

    Jana Bagwell retired from the Finance Director position in October, 2005. I am committed to maintain the excellent level of financial and administrative services that she achieved during her years in Montpelier city government. I look forward to working with the City Manager William J. Fraser, Assistant City Manager Beverlee Pembroke Hill and the Department Heads to accomplish the many goals of the department.

    Information & Telecommunication Systems Division

    This Division is a part of the Finance Department and provides support for all municipal departments with information and telecommunication technology. This support starts with the service and maintenance of our existing technology and continues with forecasting and implementation of upgrades to our existing technical systems.

    This fiscal year several upgrades to existing technology over several departments were completed. The upgrade of several servers and related software has allowed a marked increase in the efficiency managing our remote site WAN (Wide Area Network) connections.

    The City's Wide Area Network is possible through a frame relay system provided by Verizon. This communications network is between City Hall and the outlying facilities of the Public Works Garage, Waste Water Treatment Plant and Water Filtration Plant in Berlin. This allows more efficient sharing common information and the ability to provide employees with remote access to the city's network.

    The City continues to maintain it's communication link with the world wide community via the internet. This powerful communication tool also provides certain levels of risk for hardware, software and data. Our goal is providing an adequate level of security. Continuing changes were made to software, servers, routers and switches to achieve our security goals. The maintenance of a sophisticated firewall, virus protection standards and redundant daily system and application backups will insure the integrity and continued performance of the City's network.
