PROPERTY TAX INSTALLMENT DUE DATE The SECOND INSTALLMENT of Real Estate and Personal Property Tax is due on November 15, 2008. Since the due date falls on a Saturday, payment will be accepted as timely on Monday, November 17, 2008. Payments by mail must be postmarked at a United States Post Office on or before November 17, 2008. An 8% penalty will be added to the unpaid portion of each delinquent installment. If the installment remains unpaid, interest will be added one month from the due date, and for the subsequent two months at the rate of one (1%) percent per month and thereafter interest will be charged at the rate of 1-1/2% per month on delinquent taxes. As per Title 12, Section 7, Application of Payment on Delinquent Taxes. Payment made on the account of delinquent taxpayers shall be applied: first, to all outstanding personal property taxes for which said delinquent taxpayer is responsible; second, to real estate taxes for which said delinquent taxpayer is responsible. Provided, however, that the holder of a mortgage or other lien upon real or personal property of a taxpayer may make payment on said taxpayer's account and may specify that such payment be applied on the tax assessed against the property covered by such mortgage or lien. CITY OF MONTPELIER NOTICE TO BUILDING OWNERS SPRINKLER TAX CREDIT The City of Montpelier has decided that fire sprinklers are the first line of defense against uncontrolled structure fires. Fire sprinklers are the best way to protect lives, protect property, and to preserve community resources. The City has taken a two fold approach, requiring fire sprinkler systems in new construction and providing an incentive for property owners. This was the long term plan and now the major components are in place. The building code changes were made in 2003. However, the incentive program took several years to accomplish as it required a City Charter change to be approved by the voters and then by the Vermont Legislature. In 2007 the Legislature gave its approval and in February 2008 the City adopted the resolution providing a tax benefit on buildings protected by sprinklers. The benefit is 10% off the municipal taxes on a building fully protected by a sprinkler system. There is a 5% benefit for partial sprinkler protection. The benefit for a building is capped at $2,500. The Fire Chief determines which buildings would qualify for the benefit. The City recognizes that the benefit does not pay for a system. It is however a way of thanking building owners for their effort to protect lives and property and help maintain the character of the community. NOTICE OF AMENDMENT TO CITY’S CODE OF ORDINANCES PARKING AND PARKING METER ZONES To amend the City of Montpelier Code of Ordinances, Chapter 10, MOTOR VEHICLES AND TRAFFIC, Article VII. PARKING AND PARKING METER ZONES. Amended language and updated fees for parking violations are incorporated into the following sections (a brief overview of the changes are as follows): Sec. 10-718, SPECIAL DISABLED PERSON PARKING Fine for violation changed from $25.00 to $100.00 Sec. 10-719, PARKING VIOLATION PENALTY Time violation changed from $6.00 to $10.00 with a penalty of $6.00 added if payment is not received within ten days. Other ordinance violations regulating, controlling, prohibiting or limiting the parking of motor vehicles will be changed from $10.00 to $15.00 with a penalty of $8.00 added if payment is not received within ten days. Hydrant area violations will be fined $50.00 Sec. 10-722, FEES Cost of Motor Vehicle removal was changed from $35.00 to a not to exceed fee of $100.00 and storage cost changed from $2.00 per day to a not to exceed fee of $12.00 per day. The Montpelier City Council approved the above ordinance amendment(s) at its final reading on February 20th, 2008. Effective date is six days after publication; published March 24th, 2008. Notice to Property Owners & Public Officials New Floodplain Maps from FEMA July 6, 2007 Dear Property Owners and Public Officials: FEMA has redrawn the flood hazard maps that are used for flood insurance rates for most of Montpelier. The changes are extensive. Many previously excluded properties are now included in one or more flood hazard areas. This may affect your insurance premiums, mortgage financing and other property ownership finances. FEMA is holding two public meetings in Washington County as part of the process to adopt the new Digital Flood Insurance Maps and Flood Insurance Studies. At the meetings, FEMA will provide an overview of the new maps they propose and take your comments. This is the only time that FEMA will be taking public comments on these important changes. The only Community meeting planned by the Federal Emergency Management Agency (FEMA) to take your comments on the new proposed flood insurance rate maps is on July 25, 2007 at 1:00 PM and 7:00 PM at the Waterbury State Office Complex in the Skylight Conference Room on the first floor of the Connector Building in the Agency of Human Services. We experienced this year how prone Montpelier is to flooding and how important it is to be prepared and have flood insurance. FEMA is not providing any notice to any affected property owner. If you wish to determine if your property is affected, please come to the City Planning and Community Development Office in the ground level at City Hall to view the maps. The Office is open Monday through Friday except holidays from 8:00 AM to 4:00 PM. If your property is in the new floodplain hazard designated area, you should contact your insurance agent to discuss what steps to take and to be prepared for changes in your insurance rates. FEMA will not be completing this new map process until spring of 2008. When FEMA adopts the new maps, then the new insurance rates will apply to your property. Prior to then however you may want to make plans with your insurer so that you have continuous coverage. If you have federal or federally related financing for your property, you should contact your lender to discuss any changes to the flood hazard area designation of your property. If your property designation does not change from the current map to the new map, then your insurance and financing should not be affected, but you may want to verify that with your insurer and lender. The City will also be required to adopt FEMA prescribed ordinances to conform Montpelier Zoning regarding flood hazard areas to FEMA requirements. This needs to occur before the end of 2008. Notice to Customers of the Montpelier Water System The Montpelier Water System, a public water system under the laws of the State of Vermont, was reissued a temporary Operating Permit on January 21, 2005. The Secretary of the Agency of Natural Resources found that such issuance will not unreasonably contribute to a public health risk, although the Montpelier Water Systems does not presently comply with the provisions of with certain requirements of the Federal Safe Drinking Water Act and applicable state statutes and rules. MONTPELIER DISTRICT HEATING TO GET UPDATED ASSESSMENT
SEEKS COMMUNITY ASSISTANCE Montpelier’s plans for a downtown district heating system are getting a fresh look this summer as the Biomass Energy Resource Center (BERC) revisits the assumptions about project costs and existing heating systems in Montpelier’s buildings. BERC is seeking the public’s assistance to make certain its information about downtown buildings is accurate. A district energy system uses a central plant to provide thermal energy in the form of hot water or steam delivered via underground pipes to multiple buildings. This replaces the need for individual, building-based boilers and furnaces. District energy systems operate in St. Paul, Minnesota, New York City and dozens of cities and communities across the country. In Montpelier, the plan has been to extend the wood-fired state-complex system to provide hot water to heat part or all of the neighboring downtown commercial area. BERC’s Executive Director Tim Maker notes, “Five years ago we initiated a feasibility assessment based on an inventory of the heating systems in downtown buildings, the costs of fuel and assumptions about the capacity of the State’s boiler system. A lot has changed since then – fuel costs have more than doubled, the State is moving ahead with plans for a new boiler system and many downtown building have changed their heating systems. It is clearly time to revisit our assumptions about this opportunity.” Step one has been updating the information about the heating systems of buildings in Montpelier’s downtown. Project Manager Nancy Wasserman has been compiling this information over the past few months. With the City’s assistance, the buildings have all been mapped by fuel source, type of heat distribution and age of the heating system. BERC is seeking the community’s assistance in making certain the information is accurate. Copies of the maps will be on display during the week of June 19 in the Coffee Corner window. They will also be available for review from June 19-30 at Montpelier City Hall, the Kellogg-Hubbard Library and at BERC’s offices at 50 State Street as well as on the City’s web site. Information about how to correct the data will be available at each display site. Once the downtown data is accurate, BERC’s district energy engineer will prepare an updated design and preliminary implementation plan for the downtown pipe loops. Revised cost assessments will then be prepared. BERC expects to present the results of its assessment to the community at a public meeting in September. “When BERC and the City looked at this a few years ago,” comments Wasserman, “the economics were OK if the system could secure enough customers. The combination of substantially higher fuel prices and the State’s plans for an enhanced boiler plant may make the system a lot more financially attractive to building owners. This updated assessment will let us get a sense of how much better.” Both the Montpelier and City-State Master Plans support developing a combined district energy system. Beyond the finances, the interest in district heating for the Montpelier community has been propelled by a number of benefits. When connected to the State’s boiler central boiler plant, downtown buildings will be able to be heated through much of the winter with wood chips. This would also improve air emissions by replacing lots of small heating plants with one large professionally managed plant. A downtown district energy system will reduce reliance on imported fossil fuels, insure energy security, build the local economy, reduce greenhouse gases, enhance forest health by providing a market for low-grade wood, and dramatically cut the number of oil and propane tanks in the Winooski River floodplain. In 2003, the citizens of Montpelier authorized a $250,000 bond for the City's share of the development of the community system. The Biomass Energy Resource Center is an independent, nonprofit organization established by public and private sector leaders to assist in the development of biomass energy projects across the United States. Based in Montpelier, BERC provides a wide range of technical assistance in assessing, developing and implementing wood energy projects.

The drop-off / pickup site for Montpelier is at the Stump Dump, located on City Dump Road off of Elm Street. All are welcome to donate firewood, but please do not take firewood unless you expect to have difficulty affording to pay for firewood on your own. CITY OF MONTPELIER Request for Proposals Montpelier Housing Trust Fund The voters of Montpelier have approved an allocation of one cent on the property tax to fund a Housing Trust Fund (HTF). These funds shall be used to promote affordable housing opportunities in Montpelier through the advancement of loans or grants. The City of Montpelier is seeking proposals from area non-profit housing developers who are interested in utilizing HTF funds of approximately One Hundred Ten Thousand Dollars ($110,000). Award(s) shall be made on a competitive basis. Proposals shall be evaluated per the criteria outlined in the Montpelier Housing Trust Fund Guidelines, as adopted by City Council on December 8, 2006. A copy of these Guidelines may be obtained in the document library on the City’s web-site, or from the Department of Planning and Community Development. Eligible projects must create or preserve affordable housing opportunities in the City of Montpelier. Projects must be affordable to households with incomes less than or equal to 80% of the area median income and must guarantee that affordability for a minimum of 15 years. Priority will be given to projects that: create new homeownership opportunities, result in a net gain in affordable housing units; are able to repay Housing Trust Funds to the City; assure the long-term affordability of the units (15 year minimum); provide homeownership opportunities for persons living or working in Montpelier; and develop or preserve units that are suitable for family housing. Proposals must be submitted to the Department of Planning and Community Development no later than November 19th, 2008. Proposals must contain a detailed project description, a project budget, and outline how the project will meet the goals and objectives of the Guidelines. Please contact Nina J.
