The City Manager is the head of city government, and is responsible to the City Council for the administration of the affairs of the city, and carrying out the policies of the City Council.
- Prepares the annual fiscal budgets for City Council review and voter approval;
- Acts as purchasing agent for all City departments;
- Administers the personnel policies, job classifications, and pay plan; and
- May delegate responsibility for administrative duties to department heads and subordinate officers.
