FEMA Flood Mitigation – WWTF Bypass Pumping Project

Background Information:
The Winooski River has been prone to flooding in recent history due to ice buildup, breakup and the consequent damming effect. Most recently in 2007, the Winooski River was within one foot of topping it’s banks. During that time, the City implemented several methods to reduce the flood risk. A crane was used to break up the ice, an excavator was used to push the ice chunks downstream, dark organic media was blown across the ice to speed up the melting process, and a temporary pump was used to discharge the treated wastewater effluent upstream of the ice blockage to melt a channel through the ice.

Of all the methods utilized, the bypass pumping of the treated wastewater effluent proved to be the most effective in the flood mitigation. The temperature of the effluent is approximately 45oF. Soon after the installation of the temporary system, a channel was opened in the ice and the flood water began to recede. As a result, the Montpelier Public Works Department pursued and secured funding for a permanent pumping system through FEMA.


Project Description:
Installation of a pump station to be located near the confluence of the Winooski River and the Dog River at the current discharge point for the treated effluent from the Montpelier Wastewater Treatment Facility (WWTF), installation of approximately 2,600 ft of 12” diameter force main, and installation of three gate valves feeding discharge points at various locations along the banks of the Winooski River. The project limits are along the Montpelier bike path on Dog River Road. Following the installation of the force main, the areas of the bike path impacted by construction will be repaved.

Special Project Note: The bike path will be closed from Dog River Road to the Liquor Control Building during construction.
