Summer Parks and Paths Steward (Montpelier Parks VT)

Year long position available as well, very similar but start mid September

This position is part of the Vermont Housing & Conservation Board AmeriCorps, which places AmeriCorps members in sponsoring non-profit affordable housing and environmental conservation and education organizations around the state.
The goal of this position is to maintain and improve Montpelier's park system to meet the "green space" needs of present, and future, residents and visitors. Montpelier Parks aims to provide beautiful, accessible, safe public spaces for the enjoyment of human and wildlife communities.
Assist in the management and care of street and public trees in Montpelier for the benefit of all.
Essential Functions:
• Maintain and improve Montpelier's parks and facilities: lawns, roads, picnic areas, and trails
• Organizing and working with numerous volunteers and groups to leverage effort and accomplishments.
• Trail maintenance, restoration and improvements
• Assist with the care of street trees all around the city of Montpelier, including: pruning and planting of trees along the rivers and streets of Montpelier
• Control and removal of invasive species in the parks and along rivers.
• Care of the tree nursery
• Map/inventory street trees and/or invasive plants
Desired Qualifications:
• Must be interested in, and able to, lead and work well with a wide variety of volunteers.
• Interested in a variety of outdoor work that involves hard physical labor in all kinds of weather.
• Ability to work with a wide variety of ages and types of volunteers, including youths with behavioral challenges.
Minimum Qualifications:
• Be US citizen (or have permanent resident status; call with questions about this);
• Be at least 18 years of age upon entering the Pre-Service Orientation (there is no upper age limit), or 17 years of age with written parental permission that has been verified by phone;
• Be a high school graduate or have a GED certificate, or be willing to work towards their GED as part of their service-year successful completion requirement. A member cannot have dropped out of high school to join AmeriCorps. If a member has a documented medical reason/professional opinion why they cannot finish high school, they might be eligible; call in this case;
• Be committed to the VHCB AmeriCorps program, and its ethic of service and personal and professional development of its participants;
• Have the ability and enthusiasm to drive to, attend, and participate in required trainings and events, and be prepared to drive 2-3 hours each way.

Position begins ASAP ends August 16th, 2013
This position is: Minimum Time: Requires 300 hours of service. Member will receive a living allowance of $2,538 (pre-tax), and an education award of $1,175 upon successful completion of service. Other benefits include federal school loan forbearance, and various training opportunities.

This position does have recurring access to vulnerable populations (youth, persons over 60, individuals with disabilities). Position requires both FBI and State of Residence Background checks.

The Montpelier City Council will establish a standing Downtown Improvement District Committee consisting of five (5) to ten (10) members who shall represent a cross section of interests within the downtown area. Examples of those interests include, but are not limited to: persons owning or representing owners of real estate within the District; persons owning or representing co-owners of retail businesses within the District; persons owning or representing owners of hospitality businesses with the District; persons owning or representing the owner of a service business within the District; persons owning or representing an arts community enterprise within the District; persons representing or employed by the State of Vermont; and persons representing the City Council. Other city officials will participate as needed. Terms of appointment shall be for two years except during the initial appointment when the Council will evenly divide terms for one and two years. Flushing will be conducted during the day except on State Street from Main to Bailey and Main Street from Barre St. to the round-a-bout which will be performed between Midnight and 7 A.M.. Be prepared to experience dirty water over the next two weeks and if you experience dirty water, run your cold water tap until the water runs clear.

This will include a) receiving concerns and suggestions; b) monitoring pedestrian infrastructure, especially sidewalks; c) researching and collecting information about pedestrian-related matters; d) promoting City Council's goal to "become a nationally known bike and pedestrian friendly city"; e) encouraging people to walk in Montpelier for transit and recreation; f) representing pedestrians when the use of streets is being determined; and g) assisting in the creation of a pedestrian plan/complete streets plan if determined to be helpful for Montpelier. The Montpelier City Council will conduct a Public Hearing on the date and at the time specified above to hear testimony and determine the necessity, and compensation to be paid, for acquiring lands and rights in land for public purposes, namely a multi-modal transportation center, pursuant to 24 V.S.A., §2801 et seq.. The lands to be considered at this hearing are located on Taylor Street and are owned by the Allan R. Carr Revocable Trust. They are more particularly shown on a plan entitled “Montpelier STP MMTC(#) & EH07(15), Total Area Sketch” dated May 16, 2011. This plan is available for review and inspection at the City Offices during the City’s normal business hours.

The City of Montpelier will receive bids at the Office of the Public Works Director, City Hall, 39 Main Street, Montpelier, VT 05602, for its “DPW Generator Building Addition” project. Bids will be accepted until 3:00 pm on Wednesday, April 24, 2013, at which time and place all bids received will be publicly opened and read aloud. All bids must be clearly marked “DPW Generator Building Addition”. Plans and specifications for this project are available at the Public Works Office at City Hall, 39 Main Street.

A pre-bid meeting will be held on Wednesday, April 17, 2013 at 10:00 am at the Montpelier Public Works Facility, 783 Dog River Road, Montpelier. A site visit will take place immediately following the pre-bid meeting. All interested contractors are strongly encouraged to attend.

Notice to Sewer Users Regarding Disposal of Non Sewage Items

NOTICE TO USERS
OF THE MONTPELIER SEWER SYSTEM

The City of Montpelier would like to request your assistance in eliminating non-sewage items from entering the sewer system. This system is designed to process raw sewage ONLY. As an end user, please do not flush or dispose of any other items that can cause problems with the collection system or treatment plant. In accordance with Article IV, Chapter 3, Section 3-405, items that should not enter the sewer system include:

Towels, wash cloths, cloth rags, clothing, paper towels, commercial or industrial paper towels (including “rags in a box”, cloth or disposable diapers, sanitary products, cotton swabs, rubber or latex products, or chemicals of any kind.

Eliminating these products from the sewer system reduces maintenance costs and the risk of sewage backups, overflows, and pump failures. Unauthorized discharges may be subject to fines and other remedies, should damages result, per Section 3-406.

Landlords, please share this letter with your tenants. Your cooperation is greatly appreciated.

Position Open: Hubbard Park Caretaker

The City of Montpelier is looking for a Park Caretaker to be responsible for general after hours care of Hubbard Park, a 196 acre park. The Park Caretaker will be required to live in the park house (4 bedrooms, 2 bathrooms). The rent for the house will be $1100 a month plus utilities. The position will be for 15 to 20 hours per week and compensation will be between $15 and $18 per hour. Approximately 7 hours per week will be counted for having a significant presence around the park and for being on-call in the park “after hours” and weekends. The remaining 8 to 13 hours will be to perform park duties, including: Ensuring appropriate visitor use of Hubbard Park; educating park users regarding park rules and policy; providing assistance to park visitors, maintaining a safe and clean park after hours; conducting routine house repairs and caring for house grounds; and assisting with park projects on weekends and evenings. The Park Caretaker must have the ability to communicate effectively with the public, be a positive representative of the city and the park, operate tools and heavy equipment, and conduct basic trail and house maintenance, be able to lead/supervise a wide variety of volunteers. The Park Caretaker must enjoy living and working in a park setting.

District Heat RFP: Conversion of the GSA Federal building

The city has issued a Request for Proposals to modify the heating system at the GSA facility at 87 State Street so it can accept heat from the District Heat System are being solicited. A site visit is schedule for Tuesday, February 19, 2013 at 10:00 AM. Bidders can pick up bid documents (on a CD) in person at the meeting. Bidders will be required to sign a form respecting the sensitivity of the bid documents (Sensitive but Unclassified). They will also cannot bring any weapons to the building, bidders will have to pass through the building’s metal detector and x-ray their belongings.

Signboard & Sidewalk Display Guidelines

Chapter 15, Article 7, §701.D. of the Montpelier City Ordinance states, in part:

Placement of any sign or display within the public right of way requires approval by the Director of Public Works acting as Streets Commissioner. These signs include freestanding signboards or menu boards, signs, vending machines, displays of merchandise, etc., placed within the public right of way or upon public sidewalks.
