The following DRAFT vision statement was developed by the Carr Lot Advisory Committe for review and discussion:

The half of the lot nearest Taylor Street would be used for a transit/visitors center with approximately 5,000 square feet of space located on the first floor offering the following:
- A ticketing counter with secure package storage so that a single agent can sell tickets for Vermont Transit, Wheels, and Amtrak
- Office space for Wheels and Vermont Transit
- A waiting room sufficient to handle approximately forty-five people
- Space for tourist information and educational displays about Vermont, surrounding attractions, and alternative transportation options, including video room
- Welcome Center office space and meeting room
- Public restroom/shower facilities and a public telephone
- Space for vending machines and vendor carts and roughed in plumbing to accommodate a potential coffee shop operation with a small number of tables and chairs
- Berthing space for five (5), fifty-five foot (55’) long busses
- Parking for shuttle bus stops, van pools, express package drop off, and standing taxi
- Handicapped accessible parking
- Long term parking for public transit employees and passengers
- Protected passenger platform waiting area(s)
- Pedestrian connections to State Street and Main Street
- Secure bicycle storage racks, lockers, or a combination of both for short and long term storage
- Good lighting for after hours schedules for public security
- Exterior pay phone
- Approximately fifty-one (51) parking spaces, nine (9) of which would be located on Taylor Street opposite the Transit Center. Some of the parking would be located under the first floor of the building.
- Lawn, shade trees, and flower beds: Green space should emphasize lawn, shade trees, and flower beds. Landscaping should be designed to minimize noise.
- Benches and picnic tables: There should be benches and picnic tables.
- Visual access: There should be visual access to the river.
- Physical access to the river for fishing and boating: There should be physical access to the river for fishing and boating that is handicapped accessible with long sloping ramps.
- Outdoor educational and play opportunities: There should be a play and learning environment for small children. It might include structured and unstructured play opportunities.
- Bicycle path/walking path: There should be a bicycle/walking path and bridge. The bike path should cross new bridge on the north side of the railroad bridge, cross the tracks and follow the river at a distance ample to allow vegetation to grow along the river. The path should be illuminated at night.
- Events space: There should be a green space for public events, such as farmers’ market or concerts.
- Safe space: The site should be an appropriately lit space where people feel safe and comfortable, be easily viewed from various locations.
- Historical markers: As along Stone Cutters Way, there should be pictorial historical markers.
- Display of outdoor sculpture: This could include a water fountain that capitalizes on the site’s location, or other pieces of sculpture/art work that showcase the artisans of the region.
The following would be located outside the transit/visitors center:
Up to two floors of 5,000 square feet each would be constructed above the main transit/visitors center space. About fourteen (14) parking spaces (included in the fifty-one (51) specified above) would be available on site to serve this space. Additional parking would be available nearby. As soon as possible, the City should identify a private development partner through a public proposal process.
The styling of the building should be traditional, although more glazing could be included on the park/Winooski River side of the building. The building should fit into Montpelier; it should not draw attention to itself.
The other half of the site should be devoted to a public park containing as many of the following elements as possible:
Young people should be encouraged to help create the green space. An artist should be part of the design team to incorporate art design into the project.
Construction would begin as soon as replacement parking could be developed to replace parking lost to greenspace development.
Integral to the project is the inclusion of the recreation path extension from Taylor Street across the North Branch, including a bridge for pedestrians and non-motorized vehicles.
