Canine Code of Conduct

It is important to the Parks Commission and park staff that all park visitors enjoy their time in the parks. We invite you to do what you can to make the parks a safe and enjoyable place to visit!


Hubbard Park


  • Dogs are welcome in Hubbard Park and may be off leash
  • Make sure your dog is either on a leash or under voice control at all times, as required by City Ordinance
  • Always keep your dog in sight
  • Don't allow your dog to approach people or other dogs without mutual agreement
  • Don't assume others want to interact with your dog
  • Carry a leash for each dog you walk, and be prepared to leash your dog as needed
  • Dog owners must pick up after their dogs. Use receptacles provided or carry out
  • Dogs must have current rabies vaccine

North Branch River Park


  • Dogs are welcome in North Branch River Park and must be on a leash at all times (City Ordinance requires dogs to be either leashed or under voice control at all times)
  • Don't allow your dog to approach people or other dogs without mutual agreement
  • Don't assume others want to interact with your dog
  • Dog owners must pick up after their dogs. Use receptacles provided or carry out
  • Dogs must have current rabies vaccine

History of the Canine Code of Conduct



The original code of conduct was developed by the Parks Director, 2 concerned non-dog owners and 2 dog owners following a public meeting in the early 2000s. A partnership between the previous Dog Policy and Communication Subcommittee and a Friends of the Dogs in Hubbard Park group created an updated version in 2013.
